IP Broadcaster (version 1.3.3) won't launch on my PowerBook G4 or my Mac mini, both running 10.4.11. I guess that's why I can't see usernames etc in IP Scanner. How can I get IP Broadcaster to launch?

yes - it seems to have broken in Tiger.  The latest version 1.3.4 fixes this.
